Do you have to buy this feature to just post topics and anyone can reply to topics, or in order to post at all we have to buy it?

To have your own blog, you must buy it. To read the post, you don't have to do anything.

You should change the permissions
Go to advance permissions

Then only select reply,

Make a group that are allowed to make blogs it can be hidden,

And let them make topics

we do. We have it setup properly. When a userbuys a blog, they get there own Sub forum. So, It is setup properly.
